Chapter One: Introduction

1.1 Background of the Study

Political ideology is a crucial determinant of governance, serving as a framework for policy formulation and implementation. In Kumbotso LGA, Kano State, political parties align their manifestos with ideological tenets to appeal to the electorate and drive governance objectives. These ideologies influence leadership priorities, resource allocation, and public service delivery. Recent studies highlight the growing influence of political ideology in shaping governance dynamics across subnational governments in Nigeria (Aliyu et al., 2023; Musa & Ibrahim, 2024). In Kano State, party manifestos reflect ideological leanings, often oscillating between progressivism and conservatism. This has profound implications for socio-economic development, as governance is intricately linked to ideological commitments. For instance, parties advocating for liberal economic policies often prioritize infrastructure and market-driven solutions, while socialist-oriented parties focus on social welfare. However, the interplay of political ideologies and governance outcomes remains underexplored, particularly at the local government level (Yusuf et al., 2025). This study seeks to bridge this gap by examining how political ideologies articulated in party manifestos influence governance in Kumbotso LGA.

1.2 Statement of the Problem

Despite the centrality of political ideologies in governance, their practical influence on local government administration in Kumbotso LGA has not been adequately documented. Research shows that ideological frameworks significantly shape policy priorities and administrative decisions (Ahmed et al., 2024; Bello & Suleiman, 2023). However, in many cases, the alignment between party manifestos and actual governance outcomes appears tenuous, raising questions about the ideological fidelity of political actors. This gap undermines public trust and impedes sustainable development at the grassroots level. Furthermore, the lack of scholarly focus on the implications of political ideologies within the local governance context of Kumbotso LGA limits our understanding of their transformative potential. Hence, this study seeks to explore the nexus between political ideology and governance, focusing on how party manifestos shape administrative and developmental outcomes in Kumbotso LGA.

1.3 Objectives of the Study

  1. To analyze the ideological underpinnings of party manifestos in Kumbotso LGA.
  2. To examine the impact of political ideologies on governance outcomes in Kumbotso LGA.
  3. To evaluate the extent to which party manifestos influence public service delivery in Kumbotso LGA.

1.6 Significance of the Study

This study is significant for its contribution to the growing body of knowledge on political ideologies and governance in Nigeria. By focusing on Kumbotso LGA, the study offers insights into how ideological commitments expressed in party manifestos influence local governance. It also underscores the importance of ideological coherence in driving development and enhancing public trust in political institutions. Policy makers, political parties, and development practitioners will find the findings useful for crafting ideologically aligned and actionable governance frameworks. Moreover, this research highlights the importance of grassroots political education to strengthen the link between political ideologies and governance outcomes, ultimately contributing to the sustainable development of Kumbotso LGA.

1.7 Scope and Limitations of the Study

This study is confined to the governance dynamics of Kumbotso LGA, with a focus on the influence of political ideologies as reflected in party manifestos. It does not extend to other LGAs or state-level governance.
